Restrict categories to specific groups/users

At present, when a category is created, all users can see the category, regardless of whether they have access to any resources in that category. It would be useful if the categories themselves could be restricted to specific groups/users so that only the relevant users for would see the category in their search and app grid lists.
For example, we have a Staff Apps category which contains applications intended for staff, our students will not see any of the applications in that category but they will still see that category, ideally, that category should only be visible to our staff. If we wanted to create a category for each department with their applications, every user would also then still see the list of categories even though they would not have access to any of the applications (which would be controlled by the provisions).

My suggestion, rather than a separate permission system for categories, that it's tied in the number of apps you have permission to see. So if a user has no apps visible in a category then that category isn't displayed.
